Job Purpose
To provide overall leadership and management for the successful planning, execution, control, and delivery of assigned projects from initiation through completion and handover. The Project Manager is accountable for achieving approved project objectives related to scope, schedule, cost, quality, safety, risk, and stakeholder requirements while ensuring effective coordination of all project functions and alignment with strategic objectives, standards, and governance requirements.
Key Responsibilities
- Lead and manage the overall delivery of the project from initiation through completion, handover, and project closeout
- Establish and maintain effective project governance, management structures, reporting mechanisms, and decision-making processes
- Develop, implement, and monitor the overall project execution plan, master schedule, budget, resource requirements, and key project milestones
- Ensure that project activities are executed in accordance with approved scope, plans, budgets, schedules, policies, procedures, and standards
- Monitor project performance against approved plans, budgets, schedules, and KPIs, and implement corrective actions to address deviations and performance issues
- Coordinate and integrate the activities of Engineering, Construction, Procurement, Finance, HR, Administration, HSE, Legal, Sales, and other relevant functions to ensure effective project delivery
- Provide overall direction and leadership to project teams and ensure effective collaboration across all project functions
- Oversee the performance of contractors, subcontractors, consultants, and suppliers to ensure compliance with contractual obligations, project requirements, quality standards, and approved schedules
- Monitor and control project costs, expenditures, commitments, and forecasts in coordination with Finance, Procurement, and Cost Control functions
- Identify potential cost overruns, schedule delays, resource constraints, and other performance risks, and ensure appropriate mitigation and corrective actions are implemented
- Identify, assess, monitor, and manage project risks, issues, assumptions, and dependencies throughout the project lifecycle
- Review and manage changes affecting project scope, schedule, cost, quality, or resources in accordance with approved change-control procedures
- Ensure appropriate quality management processes are implemented and maintained throughout the project lifecycle
- Ensure compliance with Health, Safety, and Environmental requirements, applicable regulations, and project standards
- Monitor major quality and HSE performance indicators and ensure timely corrective actions are implemented where required
- Manage relationships with key internal and external stakeholders and ensure effective communication throughout the project lifecycle
- Coordinate with government authorities, regulatory bodies, clients, and other external stakeholders when required
- Conduct project meetings and provide accurate, timely, and comprehensive project reports and updates to senior management and relevant stakeholders
- Drive problem-solving and decision-making to resolve significant operational, technical, commercial, and coordination challenges
- Ensure proper management, maintenance, and control of project documentation, records, approvals, correspondence, and reports
- Ensure effective planning and execution of project completion, testing, commissioning, handover, and closeout activities
- Ensure outstanding project issues and defects are properly identified, tracked, and resolved before final project closeout
- Conduct project reviews and capture lessons learned to support continuous improvement and enhance the delivery of future projects
- Lead, motivate, coach, and develop project team members to promote a high-performance culture focused on accountability, collaboration, and achievement of project objectives
Qualifications and Requirements
- Education: A Bachelor’s degree in Civil Engineering, Architecture, or a related field; A Master’s degree in Project Management, Construction Management, Engineering Management, or a related discipline is preferred
- Experience: Minimum 10–15 years of experience in construction/project management, including large-scale residential or mixed-use projects, with at least 5 years in a project management role
- Languages: Fluency in English, Kurdish, and Arabic
