mselect is looking to hire a Metering Supervisor for an international oil and gas operator in Basrah. Candidates must have a minimum of 8 years of relevant experience with physical metering systems and measurement. Fluency in Arabic and English is a must.

JOB OBJECTIVE
  • Plan, lead, organize and control defined Maintenance discipline
  • Responsible for metering systems for oil, gas, condensate and water
  • Providing technical support to the Project teams during testing and installation of meters and subsequent maintenance activities
  • Assess technician training requirements
  • Assure technician competence by conducting regular field observations
  • Conduct staff technician appraisals and provide feedback Employer re technician performance
  • Communicate Management & Corporate objectives to technician level
  • Review & endorse maintenance work schedules/plans
  • Conduct daily worksite visits verifying work safety and quality
  • Ensure procedures are available to the technicians and that procedures are current
  • Participate in department budget planning
  • Control maintenance costs in line with budgetary requirements
  • Liaise with Maintenance Engineering organization
  • Manage discipline MOC compliance and completion
  • Participate in HSE and technical risk assessments
  • Responsible for planning and execution schedule of all meters, ensuring maintenance and calibration requirements are met, validated, proved and recertified in accordance of approved procedures
  • Liase with Technical authorities for both metering and Instrument disciplines
  • Provide metering guidance and supervision to metering technicians

KEY ACCOUNTABILITIES

Project Management:
  • Work closely with contractors, internal and external stakeholders
  • Pre-Operations and document development experience essential
  • Operational and Project experience preferred
  • Experience of working in an Engineering Office Environment
  • Interface with Planning and Cost Control Engineers essential
Health, Security, Safety and Environment:
  • Ensure compliance with all relevant HSSE management policies, procedures and controls within own area, monitoring, reviewing and evaluating on a continuous basis, and a responsible environmental attitude
  • Leading by example and develop a strong safety-first culture within the own and (sub)contractor workforce
People & Contractor Management:
  • Manage the activities and work performed by Contractors and Suppliers and ensure that it is carried out in an efficient and effective manner. Build good relationships with key stakeholders
  • Recommend training and development for team members to build their capabilities
  • Contribute to knowledge dissemination/sharing in a way that assists with building internal capabilities of employees
  • Develop overview of contractor’s strength and weaknesses and intervene as and when required exercising contractual rights
  • Contribute to the company’s CSR strategy execution
Policies, Systems, Processes and Procedures:
  • Contribute to the development and implementation of the Planning and Cost Control policies to support an efficient and effective operation
  • Ensure compliance with corporate requirements on adherence to policies, procedures and instructions within own area related to all relevant regulatory directives to promote a safe and risk-free environment
  • Improvement of systems, processes and practices

QUALIFICATIONS, EXPERIENCE & SKILLS

Minimum Experience:
  • Bachelor’s degree in engineering or equivalent to related area
  • 8 years of relevant job experience with fiscal metering systems and measurement
  • Bachelor’s degree in engineering or equivalent to related area
  • Good knowledge of IP, API, HM, BS and ISO standards, applicable metering and measurement standards and codes of practice
  • Conversant in fault-finding, calibration and testing of fiscal metering systems
  • Must have and maintain an in-depth knowledge of measurement equipment, applications and methodologies
  • Extensive experience within the oil and gas industry specifically related to a metering discipline
  • Ability to plan, co-ordinate and complete routine and non-routine metering/maintenance and calibration schedules
  • Delivering against fixed and potentially conflicting deadlines
  • Effective fault diagnosis, problem solving and implementation of remedial/ corrective actions
