mselect is looking to hire an Installation Supervisor for a national oil and gas operator in Tianjin, China. Candidates must have 8–10 years overall experience in supervising offshore installation of EPIC projects such as Oil and Gas Production/well-head platforms, Jacket structures, pipelay, cable lay, including construction work and material inspection, review and approval of construction method statements, load-out activities. Fluency in English is a must.
Key Responsibilities
Responsible for managing offshore installations, heave lifts and non-routine installations such as Topsides, Jackets and critical subsea installations such as pipeline, umbilical, skids and tie-in spools, risers and J-Tubes
Accountable to ensure that department-assigned field projects are installed in accordance with the approved Scope of Work, drawings, engineering design, safety, environment and the client standards & specifications
Oversee and provide guidance/advice to bidders/contractors on all offshore heavy lifts and subsea installations to ensure that they are performed as per approved method statements, complying with project schedule, quality and material requirements
Manage and guide the contractor during tendering/bidding, engineering, review, comment and approve contractor deliverables
Attend engineering workshops such as Constructability review, SIMOPS, Schedule Risk Analysis, 3D Model Reviews, HAZOP, HAZDEM, Lifting Plan reviews, and provide inputs to ensure that the contractor conducts these workshops in compliance with the client requirements
Participate in all engineering workshops during EPIC
Participate in all offshore campaigns related to Pipelines, Umbilical and Subsea installation campaigns
Ensure the Contractor executes offshore installation in accordance with standards, specifications, and approved drawings
Monitor, control and report Contractor’s performance, man-power deployment, plant and equipment movements, construction slippages, etc
Act as the construction Risk Management representative to identify Construction Risk events, the effects & consequences, propose mitigation measures and take ownership to ensure mitigation measures have been implemented at the site
Liaise with senior discipline engineers throughout all phases of the project for all construction-related matters, including inputs during the detailed engineering and procurement stages
Review contractors’ installation plans, schedules, method statements, procedures, including offshore logistics
Maintain a daily record of progress, noting special comments
Reports to the supervisor work anomalies or contractual deviations committed by contractor personnel and recommends corrective actions
Monitor and control work permits to ensure that contractors comply with the conditions fixed on consolidated work permits
Coordinate mobilization and demobilization of contractors, sub-contractors and vendors to offshore sites following the contract award
Interact and interface with other contractors, projects, and departments regularly to identify and resolve all construction-related matters, especially liaising with Production and Maintenance departments
Requirements
Higher National Certificate (HNC), Higher National Diploma (HND), Diploma in Mechanical from a recognized University, with extensive offshore installation experience of Oil & Gas projects
Good skills in construction management, effective communication, and conflict resolution Plus, relevant courses in Safety, Quality Control and Construction would be an added advantage
Candidate should have a minimum of 8 to 10 years overall experience in supervising offshore installation of EPIC projects such as Oil and Gas Production/wellhead platforms, Jacket structures, pipelay, cable lay, including construction work and material inspection, review and approval of construction method statements, load-out activities
Computer literate good communication and writing skills
Candidate must have robust experience in FEED and EPIC projects with strong capability to review/approve contractor deliverables
Excellent command of the English Language (oral and written)
Excellent knowledge of offshore installation industry engineering standards, quality control, safety and environmental awareness
Excellent ability to interpret and review method statements, inspection and test plans, construction schedules and drawings
Ability to highlight potential bottlenecks/problems and ability to suggest solutions
Ability to supervise a multi-national and multi-cultural contractor workforce
