mselect is looking to hire an HR Manager for a retail client in Erbil, Iraq. Candidates must have 7–10 years of progressive HR experience, including significant hands-on expertise in recruitment and talent acquisition.

Job Summary
The HR Manager is responsible for leading talent acquisition and recruitment activities across the organisation while overseeing key human resources functions. The role focuses on developing and executing effective recruitment strategies, attracting and selecting high-quality talent, and ensuring efficient hiring processes across a broad range of positions. In addition, the HR Manager supports core HR operations, partnering with business leaders to strengthen workforce capabilities and contribute to the organisation's overall people strategy.

Key Responsibilities
  • Lead the end-to-end recruitment process for operational, technical, professional, managerial, and executive positions
  • Develop and implement effective recruitment and talent acquisition strategies aligned with business objectives
  • Source candidates through various channels, including headhunting, networking, referrals, and online recruitment platforms
  • Conduct candidate screening, interviews, assessments, and selection processes
  • Build and maintain a strong talent pipeline for current and future hiring needs
  • Partner with hiring managers to understand workforce requirements and provide recruitment guidance
  • Monitor recruitment metrics and continuously improve hiring processes and candidate experience
  • Develop and maintain relationships with recruitment agencies, universities, and professional networks
  • Support onboarding activities to ensure a smooth transition for new employees
  • Provide support across general HR functions, including employee relations, HR administration, and policy implementation
  • Ensure recruitment activities comply with company policies and applicable labour regulations
  • Travel between company locations within Iraq as required

Requirements

Qualifications & Experience:
  • Bachelor's degree in human resources, Business Administration, or a related field
  • Minimum of 7–10 years of HR experience, with significant hands-on expertise in recruitment and talent acquisition
  • Demonstrated success in recruiting for a broad range of positions across different organisational levels
  • Strong knowledge of the Iraqi labour market and talent landscape
  • Proven experience in sourcing, networking, and headhunting candidates
  • Sound understanding of HR operations, employee relations, and HR best practices
  • Experience using HRIS, ERP systems, and recruitment platforms is preferred
  • Excellent communication, interviewing, negotiation, and stakeholder management skills
  • Strong organisational and problem-solving abilities
  • Fluency in English, Kurdish and Arabic
Preferred Profile:
  • Candidates with strong local market knowledge and established professional networks are preferred
  • Willingness to travel across Iraq as required
