mselect is looking to hire a Finance Manager for an international oil and gas operator in Erbil, Iraq. Candidates must have a minimum of 5 years of experience in the oil and gas industry, including at least 2 years in a similar role. Fluency in English and Kurdish is a must.

Job Summary
The Finance Manager is responsible for overseeing financial operations, leading the Erbil Finance team, and working closely with the Corporate Finance team to meet reporting requirements within agreed deadlines. The role includes managing month-end close activities, treasury, warehouse and inventory matters, verification of vendor contracts, local statutory compliance, oil and gas-specific AFE allocations, CAPEX and OPEX reporting, budgeting, and reporting. The position requires strong financial management expertise, effective leadership, sound analytical skills, clear communication, and a proactive approach to process improvement and problem-solving.

Key Accountabilities
  • Responsible for general accounting, financial reporting, and audit coordination
  • Lead and manage the month-end closing process in collaboration with the group finance team
  • Manage treasury activities, including cash-flow planning and petty cash management
  • Oversee warehouse, logistics, and inventory management from a finance perspective
  • Supervise, develop, and manage the Erbil finance team
  • Work closely with and provide finance support to Production, Facilities, Procurement, HR, and other corporate teams as required
  • Prepare billing, cost recovery, and other statements

Job Functions
  • Manage period closing and financial reporting activities
  • Ensure annual statutory compliance requirements are completed accurately and on time
  • Review journal entries and monthly reconciliations prepared by Erbil finance staff
  • Review and approve purchase orders and invoices in Proactis
  • Prepare financial analysis and explanations of variances
  • Monitor, verify for accuracy, and report on actual spend against AFEs
  • Maintain relationships with banks and other professional service providers
  • Manage the petty cash process, including forecasting cash requirements
  • Maintain high levels of internal control and ensure all processes and procedures are followed
  • Cooperate with other departments and provide expert finance advice to stakeholders as required
  • Resolve invoice disputes with suppliers and contractors
  • Review monthly time writing for all Erbil employees

Requirements

Qualifications:
  • Educational and Professional Requirements: CA, ACCA, or CIMA-qualified or finalist
  • Required Experience: Minimum of 5 years of experience in the oil and gas industry, including at least 2 years in a similar role
  • Essential Requirement: Proficient verbal and written communication skills in English and Kurdish
  • Information Technology Experience: Experience using SUN Systems and Proactis
