mselect is looking to hire a Construction Supervisor (Civil-Geotechnical) for a national oil and gas operator in Doha, Qatar. Candidates must have a minimum of 10 years of experience in relevant construction and installation activities (earthwork and geotechnical) on oil & gas projects. Fluency in English is a must.

Key Responsibilities
  • Responsible for supervision of construction/installation works of relevant engineering disciplines executed by contractors to ensure the department’s assigned projects are constructed in accordance with the approved scope of work, approved engineering design, approved engineering standards and specifications followed, QHSE standards & specifications, in a timely manner to meet scheduled deadlines
  • Review and provide comments on construction method statements, earthwork method statements, material submittals, commissioning procedures from the start of construction of projects till completion and handover to end users
  • Responsible for the authority to issue permits to contractors
  • Responsible for leading and directing earthworks and geotechnical activities for major capital projects
  • Responsible for providing technical assurances to all aspects of earthworks, from excavation, subgrade preparation, to fill material selection and compaction.
  • Responsible for interpreting soil classification and geotechnical reports
  • Responsible for developing and monitoring the dewatering plan
  • Assist and monitor the third-party field geotechnical engineer during the construction project's earthworks
  • Actively participate in construction meetings with consultants and contractors
  • Coordinate with and promote teamwork amongst stakeholders, co-workers and external organisations
  • Maintain effective communication and collaboration with project stakeholders for smooth earthworks execution and timely problem resolution
  • To provide, with full responsibility and accountability, a technical service to the corporation in the civil construction activities, detailed design and execution stages to ensure contractor(s) compliance with established national and international standards/specifications, procedures and regulations
  • Ensures compliance with technical assurance practices, project specifications, engineering standards, and applicable environmental and safety policies
  • Responsible for testing and approval of all aspects of earthworks and fill material
  • Review and approve technical deliverables related to the earthwork and geotechnical activities with respect to quality and safety to the required standards
  • Determine whether the technical deliverables and field activities performed by external organisations comply with the required scope and applicable standards
  • Review technical deviations and variations to approved guidelines, codes, standards, and practices and make recommendations for approval or rejection of technical deviations; Make recommendations for approving change requests
  • Aid assistance during construction to resolve any technical issues arising
  • Be a safety leader for all site construction activities
  • Review contractors’ construction plans and schedules, including method statements and JSAs
  • Coordinate and control the mobilisation of contractors to sites, including site lay-down areas
  • Facilitate issuance of necessary permits and Gate passes when requested by contractors
  • Check, inspect and test completed project work and/or arrange appropriate pre-commissioning inspections and tests; Initiate mechanical completion certificates
  • Ensure and follow up on the completion and clearance of all punch list items
  • Review and endorse red-marked-up and “as-built” drawings
  • Participate in handover and acceptance, review commissioning procedures and participate in the commissioning of facilities
  • Review and endorse the construction dossier for the assigned projects
  • Supports employee development initiatives by ensuring personnel receive appropriate job training and professional development opportunities

Requirements
  • Bachelor’s degree in civil engineering or a geotechnical-related field from a recognized University with a minimum of 12 years of relevant construction-related experience. An additional/secondary HSE qualification, such as IOSH or NEBOSH, would be advantageous
  • A minimum of ten (10) years’ experience in relevant construction and installation activities (earthwork and geotechnical) in projects of the oil & gas industry
  • Experienced in the implementation of construction industry best practices, systems, processes, and standards
  • Proven ability to manage time, cost, and quality in engineering and construction projects
  • Good skills in construction management, effective communication, conflict resolution, presentation skills, and fluency in English
