mselect is looking to hire a Construction Instrument Supervisor for an international oil & gas operator in Basrah. Candidates must have a minimum of 10 years of post-qualification experience with experience in the oil and gas industry. English fluency is a must.

JOB OBJECTIVE

  • Manage and oversee the day-to-day Instrument construction management of the project
  • Review, approves and supervises the development of Instrument construction execution plan and method of statements [from construction point of view], and its implementation plus ensuring Lessons Learned are properly documented throughout the life of the project including Project Close-out
  • Manage the Instrument equipment construction effort and be the construction representative of the Company
  • To organize the construction effort to formulate the most cost-effective plan to timely completion within budget and to implement the execution of that plan
  • Responsible for implementation of the scope of work as related to construction/ fabrication, Instrument installation hook-up, and assist into pre-commissioning, load-out, pre-commissioning and commissioning of the facilities in conformance with project specifications, Scope of Work, and in accordance with the approved Project Schedule
  • Monitor and report to Construction Manager of the instrumentation construction details, including progress, risks and opportunities in a timely manner
  • Ensures all changes to specifications, work scope and drawings are documented
  • Define clear roles & responsibilities and deliverable requirements in terms of both scope and schedule to all the team members
  • Monitor construction productivity and schedule performance and investigate reasons for less than satisfactory performance
  • Adhere to Company Safety Standards and promote safety culture among the ranks throughout the Company
  • Any other ad-hoc projects and duties as required by the management


KEY ACCOUNTABILITIES
Project Management:

  • Ensure that Construction activities are carried out in accordance with rules, regulations, Procedures and the Consolidated Permit to Work System in areas under jurisdiction
  • Review the Construction sequence/ logic, Construction Method Statements/ Procedures, and Pre-task Planning to ensure comprehensive feasibility and safety. And insure that they are implemented at Site
  • Continuously monitor Instrument Construction activities in progress at Site and at critical activities locations against the applicable Technical Specifications
  • Review activities and inspection results (reports/ tests) to ensure compliance with Contract requirements before proceeding with succeeding Construction activities
  • Monitor and ensure the correction of Non-Conformance Report items and other issues supporting QA/QC compliance
  • Conduct Construction surveillance activities per requirements and participate in Construction Walkthroughs. Assist in maintaining strict control of QA/QC procedures
  • Ensure compliance with project requirements, drawings, specification
  • Ensures that all materials and systems are tested in compliance with approved specification and ITP's
  • Manage supervision and monitoring of performance of EPC Contractors and to deliver to established project objectives in the area of responsibility

Health, Security, Safety and Environment

  • Ensure compliance with all relevant HSSE management policies, procedures and controls within own area, monitoring, reviewing and evaluating on a continuous basis, and a responsible environmental attitude
  • Leading by example and develop a strong safety-first culture within the own and (sub)contractor workforce. Strong focus on personal safety
  • To Ensures that EPCC contractor following the company HSSE policies and procedures
  • To prepare concerned report for improvement of HSSE management
  • To Ensure the HSSE plans are implemented, such as meeting, inspection, Audits, Trainings and incident investigation are documented, necessary correction and rectification measures are taken
  • Conduct leader site Visit, self-verification visit, PTW campaign as per Company policies

People & Contractor Management

  • Participate in establishing the construction organization, define roles and responsibilities and manage the activities and work performed by direct reports
  • Manage the activities and work performed by Contractors. Build good relationships with key stakeholders
  • Recommend training and development for team members to build their capabilities
  • Contribute to knowledge dissemination/sharing in a way that assists with building internal capabilities
  • Develop overview of contractor’s strengths and weaknesses and intervene as and when required exercising contractual rights

Prepare, Monitoring & Control Budgets and Plans

  • Communicate critical issues to the construction section head in a timely manner with proposed solutions
  • Inform construction team of reaching important project milestones
  • Oversee the construction contractors on an ongoing basis

Contractor Selection

  • Assist in review and approval of the Instrument subcontractors/ Vendors list with the Procurement Supply Chain Management (PSCM)
  • Lead due diligence for selected Instrument subcontractors/ Vendors prior to award
  • Lead contractor onboarding sessions and manage contract start-up

Policies, Systems, Processes and Procedures

  • Contribute to the development and implementation of the Project Management policies, systems, process and procedures, identifying potential areas of improvement
  • Ensure compliance with corporate requirements on adherence to policies, procedures and instructions within own area related to all relevant regulatory directives to promote a safe and risk-free environment

KEY QUALIFICATIONS
Minimum Qualifications

  • Degree in Electrical, electronic or Instrument Engineering (MSc preferred)
  • Professional certification in construction Management or proven experience

Minimum Experience

  • 10 years of post-qualification experience with experience in the oil and gas industry
  • Work experience in the MENA Region, preferably in Iraq
