mselect is looking to hire a Construction HSE Supervisor for an international oil & gas operator in Basrah. Candidates must have a minimum of 5 years construction HSE experience in any CMEIPB disciplines. English and Arabic fluency is a must.
 
JOB OBJECTIVE
The Construction HSE supervisor is responsible for providing HSE leadership and support to line management and coaching new employees and Iraqi National staff across large number of facilities, associated project activities within MFD areas. This is a field-based role and will require the successful candidate to be an effective HSE Leader and agent of change in a challenging multi-cultural environment, which encompasses different perceptions and understandings of HSE. This position primarily provides HSE support to the Project Supervisors/ Managers and Contractors Construction teams.
 
KEY RESPONSIBILITIES
  • Provision of continuous delivery of HSE support to Project teams and Contractors
  • Leading, coaching and developing to the HSE Leads, Supervisors and Technicians
  • Guide, support and where necessary intervene to ensure HSE compliance during site construction activities in line with Goal Zero aspirations
  • Provide input into the development and/or update of HSE critical procedures and standards
  • Development plan preparation for Ops HSE Supervisors and Technicians
  • Support Project Teams in preparing and planning works in a safe manner and in engaging with the contractors on safety aspects as required
  • Continual performance review of contractor HSE execution and provision of intervention where performance is not to standard
  • Participation in the development and implementation of initiatives, SSS filed demonstrations, Time-Out-for-Safety campaign programs, Safety Moments, Toolbox Talks
  • Provide Safety expertise and ensure that Project construction activities are conducted in accordance with the HSE requirements and recognized HSE international standards
  • Support Emergency response and preparedness, and assist the management in case of any incident impacting
  • Support, steer and challenge the Project construction activities to facilitate ownership and improvement of HSE requirements including workplace safety, personal safety, Emergency Response and management of possible health and environmental hazards in the areas of work
  • Promote construction safety awareness through regular inductions, training and promotions, and implementation of Construction Site Safety Standards
  • Assess and evaluate risks, providing viable, adequate and suitable solutions, including detailed discussions with the Project / Construction managers, and contractors’ management
  • Be an HSE role model and ensure that HSE issues and requirements are properly reported and timely addressed
  • Promote high standards of site housekeeping, cleanliness and hygiene
  • Interact with contractor staff to set clear HSE expectations though daily and weekly meetings
  • Work closely with the Operations organisation with regard to SIMOPS, PTW, and tie-in shutdowns
  • Follow up adherence to HSSE policies and the application of the Life Saving Rules, Safety Critical Standards, PTW, and related procedures
  • Conduct Site HSE interventions and the reporting of unsafe acts/condition observations. Also coach local contractors’ personnel to do the same
  • Complete weekly and monthly reports as required, and to make presentations at meetings and Contractor forums as part of continual improvement
  • Facilitating HSE Campaign’s (Goal Zero, Life Saving Rules), and other as may be necessary in order to establish a culture of HSE excellence
  • Carry out daily site inspections and safety walks to check policies and procedures are being properly implemented, to identify and correct HSE gaps or potential hazards, and to ensure safety regulation compliance
  • Drive all aspects of the incident and near miss reporting, investigation, follow up and support the quality closure of actions and Lead all recordable incident investigation for assurance that root causes are identified and mitigation measures are implemented comprehensively
  • Allocate and organise HSE resources in order to provide optimum coverage areas and activities where it can make the best impact based on HSE exposure and risk
  • Provide assurance and assistance for effective implementation of Permit-to-Work Procedures
  • Provide pre-Qualification and evaluation of Contractor HSE site specific programs as applicable. Ensure all new contractors go through Ready for Construction review before commencement of any onsite works
  • Provide HSE input and support during HAZID, HAZOP, HSE cases when the need arises
  • Contribute to development of Simultaneous Operations (SIMOPs) procedures, and support Operations and Projects to ensure rigorous application
  • Supporting the Contractors to design HSE incentive programs across the field
  • Liaise with the Emergency Response department to support preparation, and maintain of, Emergency Response procedures
  • Participate in Emergency Response exercises and act in ER related roles as required by MFD procedures
  • Other duties as may be required
 
KEY QUALIFICATIONS
  • Technical certificate, diploma, degree, NEBOSH or equivalent HSE qualification
  • Incident investigation techniques
  • Risk assessment and risk managed techniques
Experience:
  • Minimum of 5 yeas construction HSE experience in any CMEIPB disciplines
  • Experience in incident investigation and report preparation
  • Oil & GAS Occupational Health, Safety and Environmental experience
  • Understanding of risk management processes
  • Proven ability to work in an environment a weak HSE culture
