mselect is looking for a Commissioning & Handover Coordinator for an international oil and gas operator in Basrah. Candidates must have a minimum of 10 years post-qualification experience with experience in the oil and gas industry in the MENA Region. Fluency in English is a must.

JOB OBJECTIVE

  • Assist the Construction Manger to prepare commissioning and hand over comprehensive action plans, including but not limited to resources, timeframes, HSE management System, Quality management system & Commissioning  procedures in accordance with company specification.
  • Perform various coordinating tasks, like schedule and risk management, contractors /subcontractor’s management and engineering support along with administrative duties such as financial queries and logistic issues.
  • Coordinate and collaborate the interface issues with internal and external stakeholders such as Company internal departments, Contractors, vendors, Oil& Gas Operating Companies, Basra oil company (BOC), and local authorities.
  • Ensure smooth project pre-commissioning and commissioning  work and oversee the work of external (sub) contractors & suppliers.
  • Ensure leading practices, standards and guidelines are adhered to during the construction stage of the project.
  • Take an active part in the commissioning and hand over process, by contributing to the identification and prioritization of existing and potential concerns and bottlenecks and assist to develop strategies and controls to mitigate these.
  • Appropriate and timely escalation of issues and risks.
  • Compile and consolidate all commissioning  lesson learned.
  • Coordinate the Company Free Issued material and ensure timely availability  of vendor representatives
  • Follow up with end user the warranty claims and closing of outstanding items .
  • Performs related duties as required by management.


KEY ACCOUNTABILITIES
Project Management

  • Reviewing the plans regularly to ensure tasks and milestones are being achieved in a timely manner.
  • Contribute to set up and contract management of commissioning and hand over  and /or EPC contracts.
  • Liaises with local authorities in line with the applicable governance documents and contracts (JOA, EDPSC)

Health, Security, Safety and Environment

  • Ensure compliance with all relevant HSSE management policies, procedures and controls within own area, monitoring, reviewing and evaluating on a continuous basis, and a responsible environmental attitude.
  • Leading by example and develop a strong safety-first culture within the own and (sub) contractor workforce.  Strong focus on personal safety, security and QA/QC.

People & Contractor Management

  • Assist the Construction Manger to establish the commissioning and hand over  project organization, define roles and responsibilities and manage the activities and work performed by direct reports.
  • Submit performance assessment about commissioning team and (sub) contractors.
  • Recommend training and development for team members to build their capabilities.
  • Develop overview of contractor’s strengths and weaknesses and intervene as and when required exercising contractual rights.
  • Assist on CSR strategy development and execution

Prepare, Monitoring & Control Budgets and Plans

  • Monitor commissioning and hand over  work through reporting, analysis and identifying variances from the plans.
  • Identify deviations at the earliest possible stage and assist in the development of recovery plans and mitigation measures.
  • Communicate critical issues to the construction manager in a timely manner with proposed solutions.
  • Inform project team of reaching important project milestones.
  • Oversee the commissioning  contractors on an ongoing basis.

Contractor and Vendor selection

  • Contribute on selection contractors prior to award
  • Prepare data base for the actual performance of (sub) contractors/suppliers and report the same to attention of management & pre-award evaluators.

Policies, Systems, Processes and Procedures

  • Contribute to the development and implementation of the commissioning  Management policies, systems, processes and procedures, identifying potential areas of improvement.
  • Ensure compliance with corporate requirements on adherence to policies, procedures and instructions within own area related to all relevant regulatory directives to promote a safe and risk-free environment.
  • Improvement of systems processes and practices.

Internal

  • Facilities Projects Team and Consultancy.
  • Asset Management Team, HSSE, Contracts & Procurement.

QUALIFICATIONS, EXPERIENCE & SKILLS
Minimum Qualifications

  • Bachelor's degree in mechanical engineering or equivalent .
  • Professional certification or accreditation in commissioning  management or proven experience

Minimum Experience

  • 10-12 years of post-qualification experience with experience in the oil and gas industry
  • Work experience in the MENA Region, preferably in Iraq.
  • Demonstrated construction management roles of at least (2) two USD 80 million plus capital projects.
