Monitoring, evaluation, accountability, and learning (MEAL) are part of everyday program management and are critical to the success of all programs. MEAL technical quality is very important across a portfolio of projects. Without an effective MEAL system, we would be unable to track progress, adjust, discover unplanned effects of program, or judge the impact that we have made on the lives of those with whom we are working. A MEAL system also helps individuals and teams to be accountable to stakeholders through information sharing and developing a complaints or feedback mechanism which can help to guide program implementation. This training introduces participants to MEAL concepts and practices. It will stimulate ideas on how to design and implement monitoring and evaluation processes that strengthen accountability and learning, and so promote project, program and strategy effectiveness.

 

Course Objectives

This five-day training course introduces participants to basic concepts related to evaluating projects and programs. Following a general introduction to monitoring, evaluation, accountability, and learning including terminology, principles and theoretical approaches, participants will use a case study to practice applying a staged approach to the design and implementation of learning-based evaluation.

Participants will experiment with approaches to scoping an evaluation plan and clarifying program outcomes, explore what constitutes effective monitoring and learn techniques for monitoring unexpected outcomes.

This course seeks to enhance participants understanding of MEAL with the view to improving implementation, decision-making, and management capacities through learning and practical application.

  • MEAL Planning and Budgeting

  • Accountability and Learning Frameworks - project end lines, baselines, and best practices evaluation.

  • How MEAL contributes to continuous improvement and overall project reporting

The course is intended for:

  • Managers/Supervisors and team members who are new to the development sector or managerial role; Development sector professionals who intend to work closely with implementation of planning activities and operating procedures development.

  • Consultants/contract staff operating in the development sector.

  • Non-Meal Specialists who would like to establish a solid foundation in internationally accepted MEAL concepts, terminology, tools and techniques.

  • MEAL Specialists who would like an opportunity to solidify their basic knowledge of MEAL and establish a common language and culture of MEAL processes, tool and skills among their teams and project stakeholders

Training Methodology

  • Participants will learn by developing an operating model in best and worst-case scenarios and learn through brief presentations and group exercises to exchange experiences too.
